Why AED 3,000 is the floor. Meta needs enough conversion events each week per ad set to leave the learning phase and optimise properly. Below roughly AED 3,000 a month in this market, you never generate enough, so costs stay high, and results stay unpredictable. Spending AED 800 a month on Meta is not a smaller version of a working campaign. It is a campaign that never starts working.
Two things worth knowing about these numbers. UAE cost per thousand impressions runs below the global average by roughly a quarter, according to platform-level data for June 2025 to June 2026. Abu Dhabi audiences are premium, but reaching them is not overpriced by world standards. And costs spike sharply in Q4 and around Ramadan and Dubai Shopping Festival, so a flat annual budget overpays in November and underspends in the months when clicks are cheapest.
One caution on cost per lead. Comparing it across sectors without accounting for deal size is meaningless. A single AED 400 property lead can be worth more than fifty AED 40 leads. Work out what a customer is worth to you before you decide what a lead should cost.
